Manchester’s HMO market delivers some of the UK’s strongest yields, but it’s also one of the most complex to navigate.
M14 postcodes regularly hit 8%+ gross yields, but Manchester City Council’s borough-wide Article 4 Direction means every C3-to-C4 conversion requires full planning permission.
Salford added its own direction in November 2024. Oldham followed in January 2026. The difference between a viable deal and a costly mistake often comes down to a single postcode – and that’s exactly what HMO Checker checks.
Run any Manchester postcode through HMO Checker and get your full planning, density, yield and financial report in seconds.

Yes. HMO Checker uses live planning and licensing data from all ten Greater Manchester councils including Manchester City Council, Salford, Oldham, Trafford, Stockport, Wigan, Bolton, Bury, Rochdale and Tameside.
Yes. Manchester City Council has had a borough-wide Article 4 Direction in place for over a decade, meaning planning permission is required to convert any standard dwelling to a small HMO anywhere within the city boundary. Salford, Oldham and several other GM boroughs have since introduced their own directions.
M14 (Fallowfield and Rusholme) consistently delivers the strongest yields, typically 7% to 8%+, driven by high student demand from the University of Manchester and MMU. M19 (Levenshulme) is one of the stronger markets for professional HMOs, with lower entry costs and good transport links into the city centre.
HMO density refers to the concentration of HMOs within a given area.
In Manchester, the council uses density as a primary factor in deciding planning applications under Policy H11, where concentration is already high, further conversions are likely to be refused. HMO Checker checks density at postcode level so you can assess planning risk before making an offer.
Mandatory HMO licensing applies to any property with five or more occupants from two or more households.
Manchester City Council also operates an Additional Licensing scheme in designated wards including parts of Fallowfield, Rusholme, Withington, Longsight and Old Moat, which extends licensing requirements to smaller three and four person HMOs.
